'Enjoyably tight' - I like that description/concept. Yes, they are 'Oxfords', i.e. a lace-up shoe (although strictly-speaking they should have a toe-cap). In the UK, we normally reserve the term 'pumps' for light flat or low-heeled dancing shoes or gym shoes, and even then it is more of a regional usage.
